10,179.85 EUR a year from 2026/2027, and the file that proves it
Italy changed the price of admission this year, and the change is not small. The money an international student has to show for a study visa went from 6,947.33 EUR a year to 10,179.85 EUR, an increase of more than 46 percent, and it applies from the 2026/2027 academic year. If you built a plan around last year's figure, it is short by more than 3,200 EUR.
This guide covers the whole file, not only the money: the visa type, the Universitaly pre-enrolment that everything else hangs from, what the consulate accepts as proof, what a guarantor's declaration has to contain, the housing and insurance requirements, and the reasons Algerian files come back refused. Every figure is sourced to an official page and linked so you can check it yourself.

8 September 2026. Italian requirements are set by a Ministry of University and Research circular that is now issued for two academic years at a time, and the Algiers embassy publishes its own checklist on top of it. Confirm the current figure on the Italian Embassy in Algiers site and on Universitaly before you submit.
The document you want is a national long-stay visa, type D, issued for STUDIO in the sub-category Immatricolazione Università. It is a multiple-entry visa valid for 365 days, and the consulate issues it only once the institution has admitted you to the course you applied for. There is a separate, shorter Schengen visa for sitting an entrance exam before you have a final diploma, and it does not convert: you go home and apply for the national visa afterwards (MUR procedures, part II).
In Algeria the file is lodged through VFS Global, not directly at the embassy, and the embassy states that applications are accepted esclusivamente su invito di VFS Global: eligible candidates receive an invitation by email and submit at the Algiers visa application centre (ambalgeri.esteri.it). Fingerprints have been mandatory for national visas, not only Schengen ones, since 11 January 2025 under legislative decree 145/2024, so plan for an in-person appointment.
Deadlines are real. Visa applications for Laurea and Laurea Magistrale courses must be filed with the competent consulate by 30 November 2026 for the 2026/2027 academic year, and by 31 October 2027 for 2027/2028. Other course types have no fixed date but must be filed in time for the start of teaching.
Before any of the money matters, you pre-enrol on universitaly.it/studenti-stranieri. This is the Ministry of University and Research's official channel for candidates living abroad, and it is not an optional formality. You pick the institution and the course, upload your qualifications, and the institution then evaluates and validates your application inside the portal.
The consequence of skipping or failing that step is spelled out in the ministry's own text: if the institution does not validate the pre-enrolment application, the entry visa is automatically refused where the consulate has already received the visa request. The same portal is where the consulate records the outcome, including a refusal or a withdrawal, so the two halves of the procedure are wired to each other.
Language level is checked at this stage too. From 2026/2027 the requirement is B2 for degree courses taught in Italian or in English, and B1 for Foundation Courses. The Algiers embassy is blunt about the English side: for programmes taught in English you need a certificate not below CEFR B2 from a recognised body (IELTS, Cambridge, TOEFL, Trinity College London), and not having one is grounds for refusal on its own.
Pre-enrolment is not enrolment
Validating on Universitaly gets you a visa appointment. It does not enrol you. You matriculate at the institution after you arrive in Italy, with your passport carrying the visa or with the post office receipt for your residence permit application. People lose a year by assuming the portal did both.
For the 2026/2027 and 2027/2028 academic years, a study visa file must show means of subsistence of at least 10,179.85 EUR a year. The Italian Embassy in Algiers states it as an importo minimo pari a 10.179,85 euro available in the applicant's own bank account, and the Italian consular network published the same figure when the new two-year procedures came out (esteri.it).
The previous rule read differently, and the difference tells you how the figure is built. For 2025/2026 the ministry wrote it as 534.41 EUR a month for each month of the academic year, pari ad euro 6.947,33 annuali (pari a 13 mensilità), and a footnote tied that amount to the INPS assegno sociale, the Italian social allowance. So it is an indexed threshold expressed as thirteen monthly instalments, not a round number somebody chose, and it will move again.
Two practical points follow. First, the figure is annual and it is a floor for living costs; tuition, the regional student tax, the flight and the deposit on a room sit on top of it. Second, a page quoting 6,947.33 EUR or 534.41 a month is not wrong, it is describing the world before the 2026/2027 procedures. Check the year the page is about before you trust the number.

That was the 2025/2026 threshold. From the 2026/2027 academic year the file is read against 10,179.85 EUR a year. A dossier assembled on the old figure is short by 3,232.52 EUR, which is not a rounding error and is not something a consulate negotiates.
Italy asks a narrower question than France does. The embassy in Algiers wants the money in your own bank account, from sources that are lecite e tracciabili, lawful and traceable, and it says the funds should preferably be your own or come from family members up to the fourth degree of kinship. That covers parents, siblings, grandparents, uncles and aunts, first cousins. A generous family friend is outside it.
You will also be asked to sign a consent form letting the embassy verify that your bank documents are genuine and that the funds are actually there. Read that as what it is: the bank statement is not the end of the check, it is the start of one. A certificate that a branch issued as a favour will not survive a call from the embassy.

What is not on that list is a large deposit that appeared last month. Traceability is the operative word: money visible across the whole statement period, with an explanation attached to every deposit that is not a salary. A balance that matches 10,179.85 EUR almost exactly and arrived in one transfer three weeks before the appointment answers the wrong question.
When a parent or relative is funding you, the file carries a signed declaration from them. Italian practice calls it a dichiarazione di mantenimento or a lettera di garanzia, and unlike the French prise en charge there is no single national form for it. Consulates accept a free-form declaration backed by financial evidence, which means the burden of making it convincing sits with you.
A declaration that does its job answers five things, in this order:
Write it in Italian, keep it to one page, and sign it by hand on the printed sheet. Italian administrative letters are short and flat; warmth reads as an attempt to persuade rather than to inform. If the guarantor lives in Italy, their own residence document and tax return belong in the bundle too.
Three requirements sit alongside the money in the ministry text, and files fail on them more often than on the balance.
Suitable accommodation in Italy (un idoneo alloggio nel territorio nazionale). A university residence assignment, a signed lease, or a declaration from a host who will put you up, with the address on it. There is no published national template for the host declaration, so it is judged on whether it names a real address and a real person who can be reached.
The money to get home (la somma occorrente per il rimpatrio), which the text says can be shown simply by producing a return ticket. This is the cheapest requirement in the file and one of the most commonly forgotten.
Adequate health cover for medical care and hospital admission. The ministry lists exactly three acceptable formulas: a consular declaration of the right to healthcare arising from an agreement between Italy and your country; a foreign policy whose cover is valid in Italy and carries no limitations or exceptions on urgent hospital admission for its whole duration; or a policy with an Italian insurer accompanied by a declaration from that insurer stating the same absence of limitations. Note the timing: you must hold it when you apply for the permesso di soggiorno after arrival, but a consulate that asks to see it at the visa stage is within its rights.
The permesso di soggiorno is a separate deadline
Once in Italy you apply for a residence permit within eight days of arrival, at a post office, with the kit for motivi di studio. The receipt is what legalises your stay while the questura processes it. The visa gets you in; the permit keeps you there.
For a first-cycle course the academic half of the file is your original secondary school final qualification obtained after at least twelve years of schooling, together with a certificate of any university-access exam your own system requires. Because the Algerian Bac is a twelve-year qualification, this is normally straightforward, but the ministry makes room for shorter schooling through a separate annex, so check it before assuming.
The qualification travels with one of two things: a statement from CIMEA, the Italian ENIC-NARIC centre, or a Dichiarazione di valore issued by the embassy. The Algiers embassy handles dichiarazioni di valore in loco and publishes its own procedure for them. For Master's and doctoral entry the same logic applies one level up: your Licence or Master has to sit at EQF level 6 or 7 with no substantial difference under the Lisbon Convention, assessed with CIMEA's methodology.
The legalisation route changed this summer, and it changes in your favour. Since 9 July 2026 Algeria applies the Hague Apostille Convention, and Algerian public documents destined for a state party carry an Apostille instead of going through consular legalisation. The Italian Embassy in Algiers announced it directly, noting that in the first phase the scheme covers documents from the ministries of Interior, Justice, Higher Education and Scientific Research, National Education, and Vocational Training (ambalgeri.esteri.it, 2 July 2026). Apostilles are requested on the national platform apostille.gov.dz, at the relevant ministry, or through Algérie Poste. A diploma from the Ministry of Higher Education is in that first phase; a document from a ministry outside it is not, so ask before you queue.
Refusals cluster. These are the failures that recur, in rough order of how often they end a file:
One more that is worth naming plainly. A file assembled by an intermediary who supplies the bank certificate is a file you cannot defend. If you cannot explain in one sentence where every euro came from, the embassy will find the same gap you are hoping it misses, and a document found to be false costs more than a refusal.

Yes. The embassy accepts funds provided by family members up to the fourth degree of kinship, which covers parents, siblings, grandparents, uncles and aunts and first cousins. The declaration alone is not enough: it travels with the relative’s own income and bank evidence, and you sign a consent form allowing the embassy to verify that the bank documents are genuine and the money is there.
You need B2 in the language the course is taught in. For an English-taught programme that means a certificate at CEFR B2 or above from a recognised body such as IELTS, Cambridge, TOEFL or Trinity College London, and the Algiers embassy names the absence of one as a ground for refusal on its own. Foundation Courses ask for B1.
The visa is refused automatically. The ministry text says that a pre-enrolment application the institution has not validated leads to an automatic denial of the entry visa where the consulate has already received the request. Pre-enrolment is not a formality you can catch up on later, and it is also not enrolment: you matriculate after you arrive in Italy.
